Where to turn in old cars for cash (more than private sale)?

I live in So. Cal and I heard you can turn in old cars to the state for like $1,000 (if they are running). I have an old Toyota that I am thinking about getting rid of. Thanks.

1. Sell it to a private seller, you might get more than $1,000
2. It's only for high smog polluters prior to 1990, I believe. And it's like $500 not $1000. Better to just sell it on ebay. Most Toyotas and Hondas get at least that much on there.
